Terry Emmert contributed $12,446 to pass Measure 37, then proceeded to file multiple claims in Clackamas County. Emmert filed one claim for a 185-lot subdivision on 146 acres of land zoned Exclusive Forest Use, two claims for billboards and two claims for unspecified development in which he wants all county development regulations waived. If the county wants to put a stop to all the claims, it will be forced to pay Emmert $13.3 million in compensation.
